Federal Law "On State Policy of Russian Federation in respect of compatriots abroad" states that "compatriots abroad" (hereinafter - the compatriots) are: 

1. Russian citizens permanently residing outside the Russian Federation;
2. persons and their descendants living outside the Russian Federation and the related generally to the peoples historically living on the territory of the Russian Federation;
3. individuals who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation and whose relatives in direct ascending line previously resided in the territory of the Russian Federation, including:

• persons who were citizens of the Soviet Union who live in states that made up the Soviet Union acquired the citizenship of these states or become stateless persons;
  
• immigrants from the Russian state, the Russian republic, the RSFSR, the USSR and the Russian Federation, which had the appropriate nationality and become citizens of a foreign state or a residence permit or become stateless persons.
